During the Emperor's flight from Chang'An, Chen Gong seized the chance to overthrow the Han Prefect of Bei Hai, Guo Hia. While Guo Hia had indeed given Chen Gong complete control over the city, Gongtai knew it was time to get rid of the worm.
In the dead of the night, Chen Gong himself slit Guo Hia's neck as the latter slept in his chambers. Chen Gong's soldiers then proceeded to loot and pillage all of Guo Hia's assets. Gongtai told the public that Guo Hia had been plotting to overthrow Lu Bu's trusted advisor. No one believed Chen Gong, but they all knew that they would meet the same fate if they made their thoughts known. In fact, Guo Hia's allies were offered two choices, join or die.
As for the garrison of troops that Guo Hia commanded before Lu Bu's arrival, they were being surrounded in all places. They were offered the same choice, join or die. Chen Gong hoped to absorb most of Guo Hia's influence while preventing as much backlash as possible, but he also ordered any resistance to be crushed with immediate and unnecessary force.
Chen Gong knew that Lu Bu cared little for what he did as long as it was beneficial and did not ruin any plans that Fengxian had already made....and besides, everyone was focused on Luo Yang, no one would notice the upheaval in Bei Hai.
Over the Next Few Days -
Chen Gong ordered that cavalry barriers were erected around Bei Hai in defensible positions, specifically to counteract Yuan Shao's mighty cavalry units. The walls were reinforced with more stone and cover was provided for the defenders atop them. The Demon's Advisor also set about creating a network of wooden positions inside and outside of the walls.
Yes, Bei Hai was quickly becoming a formidable bastion of the Demon of Xia Pi.
